The answer is Yes, as long as you have access to the pack of newspapers. You need to find and activate first a pack of newspapers. If your question is, "can I do a sidequest whenever I want?" The answer is No. There are packs of newspapers spreaded throughout the whole game, on every level there is a chance to find at least one. Please clarify this properly, we still don’t get it here…. But can you revisit it again as many times as you want to get sidequests? I know the sidequests are infinite now, but are the ability to get them finite? Since you do not get to the square at will. Ok so we will visit the square 3 times in act 1. Another one for example is in the streets of Arkham, on your way to the Asylum :) There are also many other packs of newspapers in other locations.
